The 18th National Congress of CPC focuses on fully building a well-off society and achieving socialist modernization and the great rejuvenation of the Chinese nation, and makes an overall layout of “Five in One” including economic construction, political construction, cultural construction, social construction, ecological civilization construction and strategic layout of “Four Comprehensive” for the promotion of the socialism with Chinese characteristics, to enhance the “Political Consciousness, Overall Consciousness, Core Consciousness, Alignment Consciousness”; the second was the stable domestic economy towards better state, which mainly reflected in the narrowed income gap, industrial structure with sustainable optimization and upgrading and market subject with sustainable increase, etc.; the third was the people's livelihood with sustainable development, including poverty alleviation, public services, income gap, education quality, population policy, entrepreneurial employment, social security, healthy China, shantytown development, etc. In terms of international situation, which was divided into three aspects of “Chaos, Change and Governance”, of which “Chaos” mainly reflected in the chain effects and superpower games caused by that the financial crisis was gradually transformed into debt crisis and Trump was elected the President; “Change” mainly reflected in the international power contrast, the old balance was broken, and the international pattern was undergoing profound changes; and “Governance” mainly reflected in the transform from western governance to global governance, and it was believed that the role of China's participation in global governance was changing.
